[Bo Wu] This definition takes L2VPN into account, e.g. rfc7432 (BGP MPLS-Based 
Ethernet VPN) needs to Identify and process Broadcast, unknown unicast, or 
multicast (BUM) traffic. Hope this helps to clarify.
