And one more detail. If i am connecting with mysql -h my_db_host -u otrs -p otrs everything works fine i can execute any SQL queries. Connection is rapid and reliable

Have you restarted apache after changing our config (important if you're using mod_perl)? If so, then it looks like there is an error in your Config.pm. Could you post the relevant lines? Is the remote database a copy of the former local database?
