I forgot the proccessor and hard drive!

A 500 MHz G3 will work fine and it can be had for about $150. A G4 
shouldn't be less than 450 MHz and that will cost about $200. or more.

A hard drive is probably $60.

So the cheapest you can go is about $400. to $450. on your 9500.

A Blue and White G3 Tower 350 MHz 6gig (or a 12 gig fast SCSI) can be 
had for $350. if you shop. You would only have to add RAM and upgrade 
the ZIF. I run OS X 10.2.4 on one of these and with the stock 350 MHz 
and it is not painfully slow.
