Unfortunately, I haven't been following this thread (or this list 
lately), so I apologize if these ideas were previously mentioned.

Will the modem work from the printer port?
Will a printer work from your modem port?
Do you get a dial tone? Or maybe it may work from a different phone jack?
Does a telephone work from your phone jack? From the 2nd phone jack on 
your modem?
Have you tried using a different telephone cable? A different serial 
cable (if not permanently attached)?
The subject line was can't browse, can you check email? If so, will 
another browser work?
Do you have the proper modem selected in the modem control panel? (I 
assume you have a Modem CP as you mentioned PPP and TCP) Perhaps the 
'generic 56k' might work? Do you have the proper port selected?
Did you ask your ISP if it supports whatever protocal your modem uses 
(i.e. v.90, v.92, k56flex, etc.)?
Does your modem dial? I find having it call a cell phone number as a 
handy way to check this.

Just a few ideas, hopefully one of them may help you.
