Always go for the newest version you can. Interestingly, each version of OS X has gotten faster, as they optimize more things and tighten up areas of the code. 10.1 has some pretty serious bugs in it you'd want to avoid, and 10.2, while stable, isn't as responsive interface-wise as 10.3. Plus, nowadays, many programs are built for 10.3 only. Even though Apple doesn't 'support' these older machines, most to all of the optimizations they do in the code affect all types of Macs equally (with the exception of Altivec and 64-bit optimizations, which all have fallback code for older supported Macs). Going from 10.2.8 to 10.3.8 on my 9500 (400mhz Sonnet card), I've noticed significant speedups across the board, from general UI use all the way to boot-up and application launch times. I'm hoping 10.4 will be even faster, and will probably upgrade as soon as XPostFacto supports it. It's nice that my 10 year old Mac can run the newest Apple operating system with only a few cheap upgrades (USB and Firewire cards, Radeon 7000 video, 256mb RAM, soon to be 768 courtesy of $12 ebay RAM :), new SCSI-3 controller and 10000rpm drive). For less than about $100, this computer can more than run OS X and handle all my web browsing, email, and financial needs. My XBox and PS2 can handle any games I need to play, so there's no need to get the newest processor or video card for that.
