I would try a fresh battery ... my 9500 started up a few times, then
stopped starting up reliably ... sort of like an old battery with some
charge at first, being finished off with a few startups ...
Start again without the PC based card and a fresh battery (they're $15
here in the states at RadioShack, then when running reliably, start
adding the PCI cards ...

It can't hurt to try a new battery. Many Macs refuse to start with a
bad PRAM battery, and fail in various ways. Often Macs with
'soft-power' - i.e. can be swtiched on using the keyboard - won't
start at all.
