Jeff:
You have received a lot of good suggestions,
especially from Roger. You have win 98. Did you make
a startup floppy disk? This will let you boot your system
from a floppy disk if you can not boot from your hard
drive, or if your hard drive does not yet have an operating
system installed.
Go to My Computer /Control Panel /Add
Remove Programs / Click on the Startup disk tab and select
create disk. Follow the instructions.
I think the noise is being made by the CPU cooling fan
and that it is not cooling the CPU properly. The CPU is
overheating and turning off. When the CPU cools enough
on its own, it starts the cycle of on-off again. Open the
computer and check the fan operation and try to clear
any dust that may be collected in the fan. Sometimes
you can lift the label in the center of the fan and put
a drop of oil on the bearing to get the fan to run
better.
Let us know if you have any further questions about
proceeding with the hard drive transfer.
