Right off hand (and going on no sleep....again), are both PC's 
set the same in the BIOS for "PnP OS installed.....yes/no"? 
Does the one that doesn't recognize it have enough USB ports 
enabled in the BIOS?  Is there a "Legacy USB" entry in the BIOS 
on that one?  If so, that may have to be enabled.

Have you tried to go to "Add New Hardware" and have it scan 
automatically for new devices?  I assume they are both XP PC's? 
If not, and it's a '98 PC, they sometimes need patches for 
certain USB devices.

Is this device USB 2.0?  If so, then maybe the PC doesn't 
support USB 2.0 devices.
