Importing PDFs into Quark is just asking for trouble!! There is just so much in PDF imaging that Quark doesn't handle correctly (DeviceN, Smooth Shadings, etc.).
and that will survive RIPping from the greatest number of print vendors possible.
PDF/X is based on PDF 1.3 and will meet these requirements just fine. If you want to go a bit more anal, then "PDF/X+" (the extended version of PDF/X proposed by Enfocus and implemented by PitStop's preflight engine) might be worth looking at as well.

Yes, and they should all be shot and put out to pasture. The longer that folks are willing to bend to their will, instead of forcing the vendors to switch, the longer we're stuck with old/crappy PDF.

I do that already but I am not getting the background Distilling nor the automatic booting of Acrobat 6 that I used to.
Check your prefs for auto-opening the PDF. Does the PDF get produced? If not, then something is definitely wrong!! (you won't, however, see Distiller - it's run "facelessly").
