I tore my hair out about three or four years ago, and there wasn't much left to tear out, over Pagemaker issues. If the DSC comments are turned on in the Distiller job options, the images were unselectable due to the fact that they were, I believe, "form objects." My memory is a bit hazy about the correct, and I try to forget nightmares like this was.
 
I have since migrated away from Pagemaker, and Quark, to InDeisgn which I am very content with. I only regret that I no longer have a version of Pagemaker so I can test any of the "few" problems that still arise from time to time.

No, there are no such settings. A document is either protected or
not. If not, if you can change one image you should be able to
change them all.

I used the "Print" profile in Acrobat 5.0 when creating the PDF. Specifically, are there any settings under the advanced tab that would make the image unaccessible if unchecked?
