Out of curiosity, on MS Windows, I've just run a 'cpan -i PDL' on current 
devel perl (5.25.12, and no dot in @INC).

The build succeeded - though there's a few bits'n'pieces (eg GD, PGPLOT, 
PLplot, NetCDF, GSL) that weren't built and tested.

Interestingly, it tried to build Tk. (I've no idea how Tk managed to 
infiltrate its way into the PDL dependency chain ... but .... there y'go ;-)
The Tk build failed, but that didn't prevent PDL from building successfully.
