Hi Dave, that would indeed seem like fogging by safelight. A small light exposure
which doesn't show itself on the print, a treshold exposure, while not
showing, can seriously affect the contrast of the print when you
expose it on the enlarger. This effect is sometimes used deliberately
to lower the contrast of slides in high contrast scenes. Do the blind
test, you will see if it's light leakage or bad chemistry. The
packaging is ok on the papers?
