I'd choose #1.  I think the composition is stronger with the kayak looming 
large in the foreground.  The photo has some 'depth'.  I also like the color 
contrast of the bright blue with the subdued background colors.

The second shot seems 'flat' compared to the first, and the background boats 
that are only partially visible distract from the composition.  Imagine it 
without them there.  Not sure what the white dots are to the left of the 
leftmost boat, but they also seem to distract.

Number 1 is very pleasing though.
