I would say: netpbm is exactly what you need, but it may be a bit low-level.

For if you don't know it: it's a (huge) set of command-line tools that convert/edit/process/analyse images.

and this is the tool that will render text on your image:

I'm not 100% sure if there is a Windows-version, I run them on Linux.
