As far as I can tell watching the Altium Forums, you haven't been
"orphaned" if you use 99SE. You may not realize it, but this forum (PEDA)
is maintained by a private company that does the same kind of work you do -
it is NOT an Altium sponsored forum. This forum was established before
Protel/Altium improved their support and established their own forums.
Altium does monitor this forum from time-to-time, but most of their effort
is devoted to moving forward - not looking backward. If you registered for
one of the active Altium company forums, you probably would find more
support. Most of us who moved on from 99SE only occasionally monitor PEDA,
but we watch the Altium forums daily. If you want more help from
experienced users and Altium programmers, you should consider moving where
they have gone.
Protel99SE with service pack 6 is two versions older than the current
version of Protel (Altium) software, and it is nine revisions behind if you
count the service packs. Support for obsolete products is no better from
Cadence than it is from any other EDA vendor. If you go back the same
number of versions in Orcad, you end up at version 8 (an unmitigated
disaster of software bugs!) I have used Orcad since the days of DOS. When
Cadence bought Orcad, support went into the toilet. Cadence maintains
Orcad as their low end product, just as Mentor bought PADS as their low end
product. Unless you are willing to pay for a support contract, you'll play
hell trying to get detailed answers from them.
Bottom line - if you choose to use old software, you can use the old forum
archives and troll for answers among those who are doing likewise. The
company experts are going to be found concentrating effort on new problems,
not old ones. Altium is the only company with whom I deal that doesn't
charge for direct answers from their software engineers regarding product
problems and improvements - old or new.

From what I read from various lists with OrCAD users, you think you are
any better off with a tool that has been delegated to foreign ESL
programmers to simply maintain?
Being maintained by ESL programmers is a hell of a lot better than what we
have with 99SE -- completely orphaned.
