I'm not sure what you are trying to say here. Is it good or bad for a program to have its maintenance "delegated to foreign ESL programmers"? It seems to me that the quality of being "foreign" (to the USA, I presume) or "ESL" has nothing at all to do with the qualities one needs to maintain a technical program. So what exactly are you trying to say?
