The original Tango was indeed Protel, the very simple earliest version, EasyTrax. Accel was the U.S. distributor for that product; apparently they decided that, hey, here was a great market, so they designed their own equivalent to Protel Autotrax and released it at roughly the same time as Tango Series II. Which was much more of a serious contender, and roughly equivalent to Autotrax in functionality.

I was a Series II user and, actually, wrote the book....

When I moved to Protel I found Protel very easy to use, probably because the Tango user interface had roughly been adapted from Protel.

It is ironic that Protel ended up buying Accel, which was having trouble surviving, I understand....
