Pope, a conservative, identified "Virtue" with the politics of the Rural Gentry, "Vice" with The City -- i.e. financial interests. At this point commerce is not seen as necessarily capitalist. And of course Brenner, in Merchants and Rebels, distinguioshes between capitalist & non-capitalist commerce: the East India Company he sees as non-capitalist. I was only half through that book when my eyes collapsed, & I can't remember details.
