The DP implemented the New Deal and Civil Rights, but only because mass popular movements pressured them to do so, as did social disorder. The DP leadership also carefully limited and shaped the New Deal and Civil Rights to make sure that they didn't hurt vested interests (unless absolutely necessary) and didn't make the mass popular movements stronger.
