Without the Southern Senators the DP was a minority in the Senate; it was Republican votes that gave us Civil Rights. It was Dirksen who coined the memorable phrase that Civil Rights were "an idea whose time has come." What he essentially meant was, if we don't pass this legislation we are going to have serious social chaos in the U.S. We MUST give in. The Dream that The Most Effective Evil will somehow be coaxed into goodness never dies. I don't know whether that can be found in Sophocles or Shakespeare; there's a hint of it in Homer. Blake & Shelley credited Milton with discovering it. God the Father, they suggested, was The Most Effective Evil. But the DP fulfills the role with flair now.
