it when pages deny you their information without a login. Nothing against
preventing _write_ access, but _read_ access? Why make it so complicated?

Addition: When you klick a module name, you are asked to rate the module. Not
to view it's rating or review. This is, however, not clear from the login
page, neither is clear that it needs cookies to work. And it doesn't make a
difference whether you are the original author of the module or not, despite
cpanratings tying to make you believe otherwise....*sigh*
Back to the topic:
My CHANGES files list in brief all changes for each version. Since they grow
so big, I keep a NEW file, which lists only the changes for the current
version (and might be a bit user-friendly to read and have additional
information).
The only exception is Math::BigInt, which has CHANGES for all the changes from
the old to the rewritten version, and the changelog in the HISTORY file.
Now, back when I started doing this, I didn't know what format to follow, so
picked a convention at random. Probably a lot of people did it this way...
