   I know you have already come up to the same conclusion but here is the 
patch to Configure to make static perl all right.  Tested under FreeBSD.

   As you see, Encode::XX is hand-coded and it is ugly (But I have no 
intention to add yet another Encode::XX to perl dist;  The others should 
go to CPAN)  Maybe I will write a shell script under Encode so Configure 
can use it...
