Reasons not to use them as anything but synonyms for normal double quotes: 1) They look too much like each-other. 2) They look too much like normal quotes. 3) Some editors will give you one when you want the other.

4) Many people think they're in Latin-1, but they aren't, they're only in Microsoft's perversion of Latin-1.
