I was also going to say something tongue-in-cheek about Unicode quotation marks, but curly-quotes could actually be quite useful.
Reasons not to use them as anything but synonyms for normal double quotes: 1) They look too much like each-other. 2) They look too much like normal quotes. 3) Some editors will give you one when you want the other.
