PGPLOT.pm is part of pgperl (http://packages.debian.org/pgperl) which is
part of contrib for stable but has been orphaned since then. I suppose you
are on testing or more recent? The pgplot lib itself is non-free from the
point of view of debian (licensing issue). Check
http://packages.debian.org/pgplot5
I have that installed, but it doesn't include PGPLOT.pm
I guess it has been orphaned, but it is still (apparently) compiling in
unstable on x86.
