There is no error. The manual is finally one file for the compiler.
This is named manual.xml.in and is located in phpdoc/
This file uses a <?xml version='1.0' encoding='@ENCODING@' ?>
encoding declaration, and it is enough for all the files.
Jouni mentioned how to set up the encoding for the cs
manual. The other xml files are just defined as entities
(see the autogenerated chapters.ent), so there is no need
to place <xml> tags in them.... Exactly it would be an error
to place them there...
