On the Windows side, I don't know of anything. But you could install
cygwin-toolkit and then use recode, which can handle the conversion.
Doesn't come with cygwin though, you'll have to compile it yourself.

Hey, even though you said you wouldn't like to switch editor, emacs should
run under cygwin too...
