No. "zfs list" shows everything except snapshots, "zfs list -t snapshot"

You lost me here. What you mean by "new service state"? The service
states are well defined; uninitialized, offline, online, degraded,
maintenance, disabled, legacy-run - see smf(5). and I don't see new
states being added in the near future. What is your hypothetical
scenario here?
