Having read this post again, I am a little apprehensive with the term
"acquire" because it has something to do with ownership. I would
rather use the term "procure" or "use".

Aside from that, I think 1) access to the code 2) ability to modify
the source code to suit a particular purpose and 3) unlimited use of
the source and the binaries in all agencies ; are the most important
at least to me.
