I'm on Globelines. I'm behind a transparent proxy. The times I consider "downtime" are actually DNS timeouts.
What do you expect for what you're paying? When I was a young warthog, 256kbit cost $10000 per month. So what are you complaining about? Regarding the contract.. I'm sure there's some clause there where the provider can do any changes they want to their network, and you have no say in the matter.
