Since you just need something for you to run your download program, why not get an old machine, preferably and old laptop. Something like a Pentium-III system at 550-700 MHz. I have a box here at home that I use for MythTV and serving media (just Samba and NFS shares). It's an old desktop PC, Pentium 700 MHz, 256 MB of RAM (I could have used 128), a 5400 RPM hard disk, a Hauppauge PVR-350 TV tuner, and a NIC. No video card, no CD-ROM drive (it only had one when I installed the OS, then removed it), no floppy drive. The system only draws around 150 mA (according to my ammeter) or 35 watts.
