More searching discovered an Arch Linux page that shows the solution, but it applies to only firefox-32.x, not -31.x _and_ only with the default theme. Wow! And the file download window seems to have disappeard too in -31.2. I guess the developers have adopted the philosophy of 'if it works, break it.'
