Looks like a nice support structure, count me in! :)

This could also be a good venue for non-techie stuff.  For those
who don't really plan to go deep into Linux but rather just want
to know the current state of Linux and Open Source in the country
for example -- read, the press.  One I've talked to before tried
joining PLUG and of course ended up unsubscribing a couple of
days after because of the amount of techie stuff flying around
everyday.

Having a newbie list surely looks like a friendlier
environment for everyone... :)
