Another question will be WHY in sourceforge? They have their own .net
site for windows developers. But they have one thing in mind. I think
they want to encourage open source developers to port 'applications' as
they're giving away their windows installer code to make it simpler.

One project for example is an installer for Apache, PHP, phpmyadmin,
mySQL, python installer for windows (win32). Isn't that nice? :)) I
myself one of the thousand users of these simplified installer.

environment that developers may integrate into their build

The question is, how useful is such a toolset for the open source
community?  Why can't Microsoft opensource something more
substantial, like vc++6, kernel32, gdi32, user32, ntdll, etc.

They won't do that. What? Kernel32 source code in the net? 
If they do that... they'll be in BIG trouble. Lot's of 'coders' a.k.a
will try to find holes from it. There are number of guys in the open
source community are anti-M$ so that will not be a good idea and beside
it's their 
Proprietary code.
