This is not a problem, it's a feature ;D And I think you got it in reverse:
you don't need to be licensed since the GPL and other free software licenses
guarantee you continued freedom to use and exploit the software in return for
keeping it free, and you can choose to register your installation to your
distro makers. Of course, I might get the wording wrong, but I think ou get
the idea...
