I don't think we can push *all* schools to go full FOSS. We can categorize them into those ready for it at any moment (Category A) and those not yet (Category B). But we can assume that there are capable and/or trainable personnel under either of the categories.

For Category B, particularly those with machines whose OS is Windows, we can push OpenOffice.org and other open-source applications running under Windows.

For Category A, particularly those which are *willing* to go full FOSS, we can push for Bayanihan Linux or Ubuntu Linux[1] as an OS of choice.

We can call for volunteers (read: volunteers who can commit quality time, not necessarily full time) for each category.

We can adopt "pay-it-forward"[2] scheme, wherein one trainer (from the Volunteer Team) trains three school personnel (teacher, etc.). Each of the trainee/participant then commits to train another three personnel. And so on.

These are my loud thoughts at the moment.

[1] Why Ubuntu Linux, it's just my opinion. Perhaps this is the most difficult part of the process: Which OS to choose. There are available materials on this subject.
[2] Inspired by the movie "Pay it Forward", wherein one school boy organized a network of people willing to commit good deeds for other people with no reward in return except that the deeds beneficiaries commit to do the same to others.
