This is an obvious question, for which I ought to have an answer. 
Unfortunately, it's been the better part of a year since I played around
with WHS, so it's eluding me.  All I can say is that when I configured a
machine with WHS, I was able to hook it up with a monitor, keyboard &
mouse, log on locally and install what I wanted to install in the normal
fashion.  I'm not sure exactly how one would do that using the WHS
client console, or whatever it's called.

Once thing you might try: download the zipped version of SCPowerTool:
http://srvrpowerctrl.googlecode.com/files/SCPowerTool_latest.zip to your
non-WHS client machine, unzip it and then try to copy the exe files to
the \windows folder on the WHS machine.  You'll need lots of
administrative privileges to do this.

But I think there has to be an easier way, as suggested by this post:
