Personally I wouldn't mind the extra 100k download for Windows tools that I'd never use on Linux. Deleting the files is easy enough. I think then it comes down to which is more difficult for Windows users (and correlated with that, which takes more of your time to provide support to those users): dealing with the long command line that results if the tools are included in the package, or figuring out that the tools need to be downloaded separately and installed. I don't honestly know.
