The refresh order should be according to the "Library order" parameter
value of each library, libraries with lower "Library order" value will
be refreshed first and then the ones with higher number. If you have
multiple dependent libraries that depends on each other, you need to
set the "Library order" different to make them be refreshed in the
correct order.
