To me personally it has never made any sense to differ between 1-2, if it sucks I'm not going to listen to it, it doesn't mater if it really sucks or just sucks. Life is to short to spend the time listening to music that sucks. 4-5 stars can also be differed through genre tagging, but it's harder to change a genre since you have to use a computer to do that while you can just change the rating through iPeng while listening to the music. Half-star ratings can make some sense to me when looking at amazon.com or online services but it has never made any sense for me personally in my own library, it would be interesting to hear from someone that actually use half-star ratings how and why they use them. Over time, I've seen that I might want to change some 4-star ratings to 3-stars because I no longer love a certain track/album because my music taste has changed a bit, but except for that the ratings with a 4-scale system is fairly stable over time. However, having said all this, TrackStat also have support for automatic ratings that update ratings automatically based on if you skip a track or plays it through the end, if using the automatic rating functionality it could maybe make sense to also show half star ratings.
