Actually the bitrate switching is all done in the player;  the BBC just
gives it the choice and the player decides which one to use, when and
how often to switch.  Server load would not be an issue, the Beeb uses
industrial sized CDN partners capable of serving HD TV streams to the
world, a few audio streams even at 320kbs are going to be 'in the
noise'.
