Gaar, Yep, a oil lease not currectly producing oil IS "unproductive". Who cares why it isn't?
China is assisting Cuba in oil EXPLORATION in the strait between Florida and Cuba. Show me where Cuba has producing oil wells within American territorial waters. I notice even you do not claim they are drilling in areas where we have territorial rights, only a false claim they are drilling in areas where we "won't go drilling for it ourselves". They didn't know it because it isn't true. Big surprise there, huh? Wasn't Kuwait drilling sideways "stealing" Itaqi oil one the major excuses Iraq gave for invading Kuwait? Funny coincidence. Funny you would use the fugure $700 billion. Same amount the govt. just happily gave away to the financial industry.
