We are talking about picking crops - something that is labor intensive for 
a short period of time when crops needs harvesting.  A temporary short term 
job once or twice a year is really is not a solution for unemployment or 
entitlement issues.  Forcing a 'fair' wage probably would not increase the 
labor supply for that market and would increase the cost of food across the 
board.  Mexican migrant workers have always come up here, done the work and 
then gone back to work their own farms as their growing season is different 
than ours. At least they did so until NAFTA when we were able to put their 
corn growers out of business.  That is when many of those workers just 
started staying here. Other Mexican farmers converted to growing poppies 
and we now also have that problem.   

As to food stamps, that program requires a person to be working.  I think 
elderly people with low income can get them and disabled people - that is, 
people who cannot work.  Unemployeed can get them for like 3 months in my 
state but that is it.  Welfare is limited and already directed at getting 
people employed.  Most entitlements actually are subsidies to people who 
are working - Earned Income Credit - you must have income to get it.  Child 
care tax credit - again requires income.  So does subsidized housing. 
 Truth of the matter is that most entitlements actually subsidize 
employers.
