Check your dates.  When the Patriot Act was first passed, during a
Republican controlled Congress, it was with a five year clause. When the
Patriot Act was passed without the five year clause, as well as with the
Electronic Eavesdropping Act, it was by a Democrat controlled Congress.
There was a lot of opposition from Republicans, but the Bills still passed,
and by a number of the Republicans who voiced opposition.  In fairness,
there were also a number of Democrats who opposed the legislation also.
