You could disable SMTPUTF8 in master.cf for a specific SMTP client
transport, and route some destinations there with transport_maps:

master.cf:
    no-smtputf8 .. .. .. .. .. .. smtp
        -o smtputf8_enable=no

Or make it so for all outbound SMTP:

master.cf:
    smtp .. .. .. .. .. .. smtp
        -o smtputf8_enable=no

But, some sites will reject messages or addresses with SMTPUTF8
content if the Postfix SMTP client does not request SMTPUTF8 in the
MAIL FROM command.
