You need to provide network redundancy at the network layer, using SMTP
forwarding to provide full-mesh network redundancy is not possible,
because you must not create forwarding loops, so a topological sort
of the forwarding graph must yield some nodes that don't forward.

You'll get forwarding loops and prematurely bounced mail when a remote
destination is temporarily unreachable from all the sites.
