You can do that by using Save for Web and then selecting the Optimize to
File Size command from the pop-up menu.

Shangara gives you an action that compresses what ever file size you have to 999Kb or less
When opened in Photoshop the file is still the original size in Mbs
I understood that NeilC was looking to create a file that was 1.5Mb when opened in PS
This is of interest to me... Please confirm
