it sounds to me as though you're trying to make a lot of unnecessary work for yourself. I just created a blank presentation and imported a jpeg with no problem at all. Your problem did strike me as strange as I bet 99% of those that use Powerpoint have ever heard of a TIFF - at least if my clients are anything to go by.
