I think the agency is merely trying to place a quality filter on supplied digital images. The only way they can do this is by applying their guidelines in the hope that it might deter those with so callled 'domestic' and 'prosumer' cameras from flooding them with unusable files. The way they have approved the Eos 1Ds and the 14n probably has a lot to do with the fact that these are usually owned by 'professionals' ( not that this would ensure top class images !), and so the agency would hope to have less of a digital mountain to sieve through.
As for the D60, you have only to look at some of Martin Hooper's work to realise that in the RIGHT hands this camera is capable of amazing results, his client list would convert any sceptic agency ! ( Apologies Martin for the mention, but your images are fantastic ! )
Images of an artistic nature could really be shot on anything, just like film and pinhole cameras etc , PROVIDED the files are handled correctly afterwards, this is the other ( possibly main !) area that ruins the chances of getting a digital file accepted.
Just my two cents, I await the flamethowers !!!!!
