There are lots of places in Devon and Cornwall where mobiles don't work because there is no coverage in the valleys. For this reason some antenna are directed downwards and cover a small area.

2,000 feet is a bit high for photography from a helicopter unless you are shooting air to air. If you are shooting air to air you might be in wide open spaces where there are no antenna pointing in your direction anyway like over the sea or empty moorland.

This sounds like a question for Vodaphone.

If it hadn't been for a dramatic change in the weather I was due to fly this afternoon and could have found the answer directly.
