Ellie To "slightly" rotate layer content, select Edit > Free Transform, click in the rotate text field on the Options bar and use the Up and Down Arrow keys to rotate the content. You can also use the Measure tool to rotate layer content arbitrarily. See help file for instructions on how to use it.
